The Philadelphia Redevelopment Authority’s (RDA) function is to arrange for the elimination of blighted property which is beyond the control of normal regulatory processes by acquiring such properties through the power of eminent domain granted to the Redevelopment Authority in 1945 by Pennsylvania State Charter. The Redevelopment Authority plans development projects in conjunction with the City of Philadelphia and various public and private firms, and is part of the coordinated effort to improve the economic vitality, the housing stock, and overall living conditions within the City.
